- Responsible as GTZ Team Leader and (revolving) Head of Procurement Management Unit within a consortium of four partners for all technical aspects of the implementation of inter-/national public procurement cycles for various requirements under the HIV/AIDS, Malaria and Anti-TB campaigns of the Global Fund ATM Project, including identification of requirements, procurement planning, tendering, evaluation, contracting and contract management, interim storage and distribution (stock replenishment).
- Procurement and Supply Chain Management. Procurement, supply and distribution of essential drugs, commodities and medical equipment for GF ATM, Kenya, Grants. The programs included Round 2 Phase 1 + 2, Rd 4 Ph 1, Rd 5 Ph1, Rd 6 Ph 1 and Rd 7 Ph1.
- 112 OIT/ONT/RT/DP tender were issued for ~ 110 million USD resulting in 135 supply contracts for drugs, tests, equipment and supplies, vehicles and IT equipment, etc.

- Financial management and procurement capacity building formed an important part of the program.
- The procurement activities of the consortium were handled using a modified version of the PSCMS system implemented under the GTZ PMU project below.

- The assignment included defining specifications, establishing bidding documents, tendering and evaluation of goods, works and services with a total value of USD 90 million and focused on the procurement of drugs, HIV test kits, medical equipment and supplies, vehicles, laboratory equipment, computer hardware/ software, chemicals as well as selecting and negotiating consultant services contracts related to logistics and distribution, NGO contributions and promotion programmes against STD/HIV and implementation and supervision of works contracts for 52 boreholes drilling & equipping at Health facilities in Kenya.
- Monitoring of delivery, assistance with customs clearance, receipt of goods, acceptance procedures and distribution and supervision of works constituted an important part of the assignment as well as assistance with payment procedures applicable in World Bank financed projects.
- Furthermore advising Government on procurement related issues. Formal and on-the-job-training was carried out during the project duration.
- During this period a state of the art MS Access based PSCMS system for International public procurement / IDA guidelines has been developed and introduced.
- Special assignment as project director for Charles Kendall & Partners for a UNICEF Study on improvement of its Global Emergency Response System through Regional hubs. 3 months study in 14 countries in Africa, Asia and Central America.
